Subsidy Subcommittee
Terms of Reference
To work in collaboration with the Region of York and to ensure that fee assistance is accessible and the use of subsidy resources is maximized in accordance with the pertinent legislation.
- To act as an ongoing advisory resource to The Regional Municipality of York and The Child Care Committee of York Region on issues pertaining to the subsidy system in York Region.
- To review or develop:
- An in-year process for Operators to request a rate adjustment.
- Vacancy & access issues toward the development of a planning process to meet space requirements.
- The use of subsidy resources within licensed and unlicensed child care sectors.
- Membership annually
- Management of waitlists - integration with operator based waitlists including supports for applicants with English as a second language
- Monitoring Regional and Provincial Eligibility Criteria
- Fee Assistance rates related to Operators
- Purchase of Service Agreement issues
- To develop a process to monitor and evaluate ongoing policies and practices related to the fee assistance system in York Region.

This sub-committee addresses key issues that may affect the future management of the Subsidy System. Members are therefore expected to attend and participate in as many meetings as possible.
Members must demonstrate their interest in the work of this sub-committee through their willingness to actively participate in committee and/or task force work.
If a member is unable to regularly attend meetings or resigns from the sub-committee their agency/organization will be expected to appoint a replacement.
Members of the Fee Assistance Sub-Committee must recognize that staff of the Regional Municipality of York may not be at liberty to discuss internal working issues.
The Chair and Secretary will manage the operations of the Fee Assistance Sub-Committee, which includes managing the correspondence of the sub-committee and representing it in the community.
The term of office for the chair and Secretary is two years. In order to ensure consistency in the work of the sub-committee, members will also be asked to make a two year commitment.
Each member will carry one vote and a quorum will consist of 51% of the membership.
The Fee Assistance Sub-Committee is accountable to the Child Care Committee of York Region through the Terms of Reference and the Work Plan. The Chair of the subcommittee will sit as a member of the Child Care Committee and will keep them informed of the operations of the subcommittee.
All recommendations of the subcommittee will go forward to the Child Care Committee for approval. Once approved, the recommendations will be forwarded to the Regional Municipality of York and M.C.S.S. as appropriate.
Minutes of meetings will be retained in the Subcommittee binder.
Subsidy subcommittee representatives are responsible for ensuring that there is an ongoing flow of information between this Subcommittee and the community they represent.
The Fee Assistance Subcommittee will meet monthly or as often as is required to meet their objectives.
Members of the Fee Assistance Subcommittee are responsible for the orientation and training of new members. Orientation will address this subcommittee's link to the child Care Committee as well as the subcommittee's mandate, goals, and objectives, operational and organizational structure, finances, and broader child care issues as they relate to the subcommittee operations.
Terms of Reference to be reviewed every two years or as required.
